BMC loses Bhandup plot to builder
The BMC has decided to drop the plan to build a multi-specialty hospital as it has to return nearly half the reserved plot in Bhandup (West) to a builder. Due to the government’s failure to clarify its stand on a Development Control Regulation clause before the Bombay high court, part of the plot will go to the builder. Rs. 150 crore had already been sanctioned for the hospital. This plot, measuring 87,470 sqm, belongs to Runwal Homes now. There were two DP road reservations of a total 8,209 sqm. The builder got permissions for a residential development on the plot after surrendering 18,765 sq m to the BMC for amenities as per rules. He also constructed 8,209 sq m of roads on the remaining plot under his possession along with residential buildings. The transferred plot was reserved for a hospital. The builder requested BMC to include the plot reserved for roads as part of amenities. When the BMC refused to do so, the builder approached high court against the BMC for considering amenities and road reservation separately, citing a high court order in a similar case related to the Wadhwa group in 2014. The builder pleaded that road reservation on his plot should be factored as part of amenities and the BMC should return the same area of plot back to him. The high court granted relief to Runwal Homes in 2015. MNS leader Shishir Shinde, who had worked hard to expedite the process for construction of the multi-specialty hospital on the plot, was upset with the development. He has written to the Lokayukta seeking an inquiry into the role of BMC officials.
