A special scheme for rental housing under Pradhan Mantri Aawas Yojana has been launched by the Centre, incentivising manufacturing units to build affordable rental housing complexes. This will also convert govt-funded houses into rental housing complexes. And the scheme will be implemented on PPP model via concessionaire arrangements. The Centre will also incentivise state agencies and central government organisations on the similar lines to develop affordable rental housing complexes and operate them and will issue detailed guidelines to give effect to the decision. Sriram Chitturi, Founding President- Rental Housing Association of India and Founder- Guesture on the launch of rental housing scheme by the government commented, “The rental housing industry has been demanding for this as this will really help the Government to achieve their goal, housing for all. The decision of converting government-funded housing in cities into Affordable Rental Housing Complexes (ARHC) under PPP mode through concessionaire came at the right time as the country was struggling to provide quality shelter for migrant workers and blue collar workforce during the lockdown. This decision will also be a stepping stone towards organising the unorganised rental housing sector in India, which will bring revolutionary changes in the housing infrastructure of the country. By implementing this, the government can secure a healthy, safe and secured life for migrant youth. This move will also help the country to realize its real demographic potential. ” Mrinal Kumar, Partner, General Corporate, Shardul Amarchand Mangaldas & Co. stated, “Government-funded housing in cities being converted to Affordable Rental Housing Complexes (ARHC) through public-private partnership (PPP) is a step towards addressing the issue of housing of urban poor and migrant workers and will provide them with access to quality accommodation and security to encourage these workers to not return to their native places in a crisis like COVID-19. Industries, manufacturing units and institutions will also be incentivised to develop AHRC on their unutilised land.”
