Property Card to Bring Transparency to Land Transactions in Kerala

The state government has decided to issue property cards after the completion of the digital re-survey of land in the state to bring more transparency to land transactions. The card will have the Aadhaar number, chip, thandaper and a QR code which will help the authorities to identify land owned byan entity in any part of the country. On one hand, this will help the official to clamp down on individuals and institutions possessing land than the permitted limit. On the other, unused land can.be identified as per land reforms rules, which in turn make distribution of the land to the deserving easy. It is learnt that issuing of property card will take at least four years. Services of revenue, registration and survey departments need to be brought under a single-window system. Similarly, the digital re-survey of land in the state need to be completed. Notably, the property card will replace the deed document in the long run. It will also have a unique identification number. The property cards will be issued under the Union government’s SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas) scheme. In each state, the name of the property card will be different. At present, land record details are available at the village office. However, there is no provision to identify land owned by an entity in more than one location.
