Plot owners, who have been allotted land in Huda sectors, will have to complete construction of at least 50% of approved ground coverage within 14 months. The erring owners, Huda said, will have to cough up a hefty amount as penalty to get a year’s extension to fulfill the requirement. The development body asked 1,060 plot owners, who come under the jurisdiction of the estate officer-1, to complete 50% of construction by March 2019 on their plots to avoid punitive action. “Notices were sent to them in March, and now we have sent reminders to plot owners asking them to comply with the rules,” a senior Huda official said, adding that the development agency would start imposing penalty on violators after March 2019. The reminders were sent to ensure that no one could claim later that notices were not received by them. “As per the new policy, it has been made mandatory to complete construction on at least 50% of the permissible ground coverage, and receive occupation certificates by March 2019. Violators will be liable to pay an extension fee as per the rates prescribed in the extension policy of Huda,” stated the notices issued by Huda. Earlier, land owners used to get occupation certificate even after completing 25% construction of the ground coverage. The changes in the rules were made after it was found that large plots were lying vacant even years after the allotment, causing huge losses in terms of property taxes to Huda. Following the amendment, Huda had conducted a survey across all sectors to identify plots where construction carried out has been less than 50% of ground coverage. While Huda has already issued notices to 1,060 plot owners in areas coming under the estate officer-1, another 4,000 allottees who come under the estate officer-2’s jurisdiction have been found to be violating the rules, and may get similar notices soon.
