With less than 10 days left for the regularisation of unauthorised buildings scheme to end, hardly 35 persons from across Tamil Nadu have filed applications seeking to regularise their unapproved structures, according to news sources. With the curtain for the scheme falling on Decemeber 25, the response shows that the amnesty scheme has failed to attract beneficiaries. According to official sources, only 30 applications were received for areas in the Chennai Metropolitan Development Authority (CMDA) limits. “The number of applications are miniscule if one takes the whopping number of unauthorised buildings in the city and peripheries into consideration,” the official said. Exorbitant penalty appears to be a vital reason, which is driving people away from the scheme, he added. After notifying the rules for the building regularisation scheme on June 22, an exclusive portal was created for people to file their applications online. Builders Association of India, Southern Centre, Chennai, honorary secretary S Ramaprabhu said that since the regularisation of unauthorised structures is sub-judice many have not applied for the scheme due to the absence of clarity on its outcome. “Only five applications have been filed in Directorate of Town and Country Planning (DTCP) areas covering the rest of Tamil Nadu. The penalty is so huge that one can buy a used apartment in the same locality instead of paying the fine under the regularisation scheme,” he said. Urban planners observed that poor action against violators is the prime reason people are taking the scheme for granted. S Kanagasundaram, former president of the Association of Licensed Building Surveyors Coimbatore said that stern action must be taken against buildings that have deviated planning permission. “Little or no action by government machinery is making people to take such amnesty schemes lightly,” he added.
