Jharkhand government approves to start e-payment for stamp duty

The department of revenue, registration and land reforms is all set to introduce the e-payment for stamp duty, the proposal for which will be tabled in the winter session of the assembly which is to commence from December 24. IG (registration), A Muthukumar, said, “The proposal has already been approved by the cabinet. After the government’s approval, it will be sent to the Centre and once approved we are hoping to implement it from the next financial year.” The idea of online payment of stamp duty has been taken from Maharashtra where the programme is functional. Under this plan, the stamp papers will be replaced with a receipt of e-payment which can be done through net banking, debit card or other modes of online payment. “Instead of typing the agreement on a stamp paper, it will be typed on a regular paper and the online generated receipt will be attached with the documents when being presented to the registrar,” Muthukumar said. Once implemented, the e-payment system will help curb the black marketing and artificially created shortage of stamp papers, which has been a menace for the state for long. “When there will be no requirement to buy the stamp paper physically, the middlemen will not be able to harass the clients,” Muthukumar said. An officer at the registration department said, “The stamp papers are printed in Nasik or Hyderabad and the government has to incur a loss for getting stamp papers of smaller denomination printed. For example, the government pays Rs 6 for printing of aRs 5 stamp paper. Once e-payment is started, the government will be saving a huge amount of money.” Meanwhile, the department has already implemented e-payment of court fees in civil court across the state.
