In 2010, the government proposed to provide 168 one-room flats for the poor under the integrated housing and slum development programme (IHSDP) in the hill town. But the project is yet to be completed, thus escalating its cost. Initial estimaed cost was Rs 10 crore, but now it might cost more than Rs 20 crore. When contacted, Pardeep Kumar municipal corporation commissioner at Dharamshala said the delay was expected, as there were many phases in the project. “Nearly 90 flats out of the 168 have been completed. Rest are under way,” he added. The project is nearing 10 years now. Urban poor in Dharamshala would have to pay about Rs 1.5 lakh for getting a single-room apartment built under IHSDP.
