The Haryana Housing Board has given powers at three different levels to condone the delay in depositing 15 percent amount of the tentative cost of flats within 30 days of issuance of the letter of allotment after the draw of lots. Disclosing this, the Chairman of the Haryana Housing Board, Jawahar Yadav, said this has been done under a new policy made applicable with effect from January 9, 2018. However, an allottee seeking more time for making payment of the earnest money will have to pay a surcharge which will increase with every subsequent extension, he said. The issue relating to the delay in depositing the required 15 percent amount within 30 days was considered by the Board of Directors of the Housing Board at its 210th meeting held under the chairmanship of the chairman. For the convenience of applicants and allottees, a new policy regarding condoning the delay in deposing the 15 percent amount has been framed. This policy has also been approved by the government. Under the new policy, the estate manager is competent to condone the delay up to 30 days beyond the normal period of 30 days subject to payment of 5 percent surcharge on the 15 percent amount or other amount as per the scheme in addition to interest as per policy, the chairman said. The secretary of the housing board, is competent to condone the delay up to 60 days beyond normal period of 60 days, subject to payment of 15 percent surcharge on 15 percent amount or other amount as per scheme in addition to interest as per policy, he said. The chief administrator of the housing board, is competent to condone the delay up to 60 days beyond 120 days such that the maximum 180 days from issue of allotment letter, subject to payment of 25 percent surcharge on 15 percent amount or other amount as per the scheme in addition to the interest as per the policy, Yadav said. Other than that it has also been decided that in cases where the draw of flat numbers has already been held and the original allottee dies, the estate manager concerned would be authorised to transfer the registration of flat or house in the name of legal heir of the original allottee instead of sending the case to the head quarters, he said. Under the existing provisions of the Haryana Housing Board Act and the regulations, after the draw of lots of applicants, those selected are required to deposit 15 percent amount (of the tentative cost of flat) within 30 days of issuance of letter regarding final number of the successful applicant, the official said. In case the successful applicant fails to deposit the said amount within the specified period, his allotment is cancelled.
