Town and Country Planning (TCP) department has proposed a revised draft of the Goa Land Development and Building Construction Regulations, inviting suggestions from the public. While the revised regulations are expected to benefit low risk category buildings, comprehensive regulations have been prescribed for shopping mall-cum-multiplexes which were absent in the current regulations. The main revisions which are proposed include provision for third party certification by notary architects and notary engineers for facilitating issuances of technical clearance/development permission/completion order by TCP department and Planning and Development Authorities (PDA) for low risk category buildings which include ground-plus-two storey buildings upto 500 sqm built-up area in plot area limited to 500 sqm. The provision envisages issuance of technical clearance/developmental permission etc by the TCP department/PDAs for low risk category buildings “without the departmental staff inspecting the site.”
