Goa govt brings in bill to incentivize land acquisition and preservation of green area
The Goa Town and Country planning(Amendment) Bill 2018, which proposes to create transferable development rights and the process for change in zoning of land, was introduced in the Goa Assembly session on Thursday. The Bill proposes to introduce planning tools like accommodation reservation and transferable development rights (TDRs) as it goes about to create a new Regional Plan 2031, since RP 2021 is “slowly becoming obsolete.” “The new Regional plan needs to be prepared by using new planning techniques like transferable development rights and incentivization for people who hold their land green and without development and for conservation and preservation of natural and built heritage,” the government said. The Bill seeks to amend section 2 of the existing Goa Daman and Diu Town and Country Planning Act, 1974 by introducing new definitions of accommodation reservation, transferable development rights and transferable development right for posterity.
