The Maharashtra state cabinet has decided to scrap the two year-old Dharavi Redevelopment project tender, in which Dubai-based Seclink Technologies Corporation-led consortium had emerged as the highest bidder. The government will now invite fresh tenders for it. The decision has evoked a sharp reaction from disappointed Dharavi residents. Advocate Rajendra Korde, president of the Dharavi Redevelopment Committee said, “It is a sad decision. The reasons for scrapping this tender are not very clear. This tender process has taken 16 years, and what is the guarantee that another tender won’t take another 20 years?” He said it’s not as if the global tender evoked a great response and many developers were competing for it. The September 2019 GR had stringent conditions, which builders said were impossible to fulfil for small and mediumsized builders. One of the conditions in the GR said builders eligible to redevelop cessed buildings should have a turnover of Rs 10 crore to Rs 50 crore in three years. Another condition was to have the experience of having constructed more than 500 houses. As a result of the GR, the Mumbai Building Repairs and Redevelopment Board, which regulates the redevelopment and repairs of these buildings, had not issued any NOCs. As per the state government, the decision was taken based on the legal opinion given by the State Advocate General, as the issue of transfer of railway land for the project had cropped up. New parameters will now be set for developers and their eligibility when they are registered for cessed building redevelopment. Officials said they will be mandated to open an Escrow account where they will have to deposit one year’s advance rent till the project is completed. The guidelines will also include setting up a monitoring committee with an architect appointed by the NOC holders.
