DTPs may face probe for not acting against building rule violators
Four district town planners (DTPs) posted with the DTCP’s enforcement wing in the city are likely to face a disciplinary probe for not taking action against a private bank for violation of building norms in DLF Qutub Plaza. Despite receiving complaints repeatedly, the officials failed to take action against the violator. Harinder Dhingra, a resident of Gurgaon, had filed a complaint against the private bank for operating from the basement of a commercial complex in violation of the building norms. The complaint was filed on the CM Window in September 2015. “The officials posted in the enforcement wing of DTCP (Gurgaon) did not take action to prevent the violations. They have intentionally abused their official positions and failed to discharge their duties,” said Dhingra. A complaint was filed on the CM Window in September 2015, following which a site inspection was carried out by DTCP officials in November 2015. The violations were found during the inspection and a notice was issued, asking the bank to vacate the premises. Till November 2017, no action was taken. Following this, the complainant moved the Lokayukta which, in turn, directed the department to initiate an inquiry. The investigation committee probed the role of these four officials posted between 2015 — when the first complaint was filed — and 2018, when the investigation was launched. Director of town and county planning K Makarand Pandurang, in the report on behalf of the principal secretary of town and country planning, mentioned that the four officials posted as DTPs (enforcement) in Gurgaon have failed to perform their duties by not taking a satisfactory action against the alleged illegal operation of the private bank from the commercial complex’s basement during their tenures despite finding that it was in violation of the building plan. “On February 25, show cause notices were issued to all four officials, and subsequently disciplinary action will also be taken as per the provision of the Haryana Service Rules,” said a senior official of DTCP.
