Citizens’ group moves HCover Regional Plan
Pilerne Citizens Forum, an activist group, has filed a petition in the high court of Bombay at Goa challenging the Regional Plan (RP) 2021, which was revived in 2018 after being kept in abeyance for almost six years. The adoption of villages under the outline development plans (ODP) and changes to land-use zones permitted under amendment 16B of the Goa Town and Country Planning Act, 1974 which empowers the TCP department to change zones on individual requests has also been challenged along with the Town and Country Planning (Amendment) Bill. The high court is already hearing a petition challenging Section 16B of the Goa Town and Country Planning Act, 1974 which was inserted through the Goa Town and Country Planning (Amendment) Act, 2018, last October and the Goa Town and Country Planning (Change of Zone in Regional Plan) Rules, 2018, which provide for an application form to effect changes in zones.
