In a bid to get construction projects off the ground faster, the Brihanmumbai Municipal Corporation (BMC) has introduced a new feature that will bring down delays from 22 days to just a few minutes. On paper, this can enable developers to get the elusive commencement certificate — to begin construction — within one week. The new feature of the recently launched One Geographical Information System (GIS) will allow developers to get procedural remarks from multiple departments on their construction proposal on a real-time basis. This reform has been introduced under the civic body’s ease of doing business, in a bid to improve the city’s ranking in World Bank’s annual report. India is currently ranked 100 in ease of doing business and 181 in clearing construction proposals, official added. According to the system, applicants will get an immediate response to their queries for further certificates related to construction proposals. The BMC has claimed that once all documentation is verified and the plan is approved, a Commencement Certificate can be issued in seven days. Currently, every proposal to start construction on a plot takes 22 days on an average because the proposal is vetted through various departments. It is first put before the building proposal department, which forwards it to other departments namely storm water drains, hydraulics, building factory, sewerage operations and so on. These departments give their remarks to the proposal considering the design and the entire plan of the construction then has to be tabled after considering these remarks. Speaking to reporters, civic chief Ajoy Mehta, said, “Earlier, the proposals for realty projects required No Objection Certificates from various departments. The proposal would go through a single window to different departments, which would process it manually and send back remarks to the central server. Now, in a single click, the official from the building proposals department will see existing pipeline networks and the remarks will be mentioned there itself.” In a nutshell, the new system allows the building proposals department to consider the project without seeking information from other departments. A senior civic official, on condition of anonymity, said while explaining the earlier system, “The proposals for forwarded to various departments in order to calculate the exact length of storm water drains, sewerage lines and water pipelines that need to be laid down near the plot. Officials from these departments examined the reach of the existing network on the plot and accordingly calculated the required lengths. With all drains and water pipelines mapped in the GIS system, the difference between the existing network and the proposed one can be easily calculated now and remarks on the proposal can be given in real time.”
