Drones may be used to map unauthorised Delhi colonies

Delhi government has decided to use drones to carry out the survey of unauthorised colonies awaiting regularisation as the Total Station Machine (TSM) system has failed to accurately demarcate the boundaries. Senior officials said the revenue department recently carried out a pilot in a south Delhi colony and found the technology “faster and accurate”. Sources said a proposal is being formulated and once it is approved by the government, a tender would be floated to hire a consultant for the project. “In this technology, land records are fed in drones through special software. The drones do a sortie over the desired area and take real-time images, which are superimposed on the shizras (traditional maps) of the colony. This process is faster and cheaper,” said an official on anonymity. Two private agencies hired by the urban development department had started the TSM survey of 893 colonies in September 2017 and were supposed to complete it by September 30 this year. The agencies prepared maps of 566 colonies, which, when verified by the revenue department using revenue records and geospatial maps, were found to be riddled with inaccuracies. Only 62 maps could be authenticated. “The khasra or land records shown on the geospatial maps varied widely from the maps prepared by the TSM agencies and it was very difficult to rectify them. The two agencies also abandoned the work midway due to non-payment of dues,” a source said The revenue department has now been tasked with the responsibility of completing the mapping of the 1,797 unauthorised colonies before the September 30, 2019 deadline set by the Delhi high court. The cut-off date for regularisation of construction in these colonies is January 1, 2015. Regularisation of unauthorised colonies was one of the biggest poll promises made by AAP ahead of the 2015 Delhi assembly elections. The migrant population forms a crucial vote bank for the party.
