NHAI Debars Contractors from Participation in NHAI Bids

NHAI has declared M/s MSV International Inc, in association with Mspark Futuristics & Associates as a non – performer and has prohibited both the entities to participate in the ongoing and future bids of NHAI till the defects on the current project are not completely rectified as per contract requirements.The Consultancy firm was engaged for supervision of 4-laning of Sultanpur-Varanasi section in the state of Uttar Pradesh and failed to perform their assigned duties while delivering Supervision Consultancy services for the project.During audit by Quality Inspection team and regular inspection by NHAI officials, it was found that the Contractor, M/s Gayatri Projects Ltd., failed to construct the project highway in-conformity with specification and standard set in the Contract Agreement. The Supervision Consultancy firm, M/s MSV International Inc, in association with Mspark Futuristics & Associates, also did not act pro-actively nor issued notices to the contractor timely on the deficiencies pointed out by the Quality Audit Team.A Show Cause Notice was issued to the Consultancy firm on this account. The reply given by the firm explaining the deficiencies were found to be unsatisfactory. It was also established that the Consultancy firm has not proactively reported issues which includes failure to conduct quality tests for riding comfort, observance of cracks in concrete pavement at many places, lack of signages, road safety measures and failed to fulfil the obligations as per the contract agreement. Hence, The Consultancy firm and the Contractor have been declared as non-performer and prohibited to participate for the ongoing and future bids of NHAI till the notified defects are satisfactorily cured.Recently, M/s Lion Engineering Consultants in association with Synergy Engineering Group Pvt. Ltd. was also debarred from engagement in future NHAI projects for a period of six months for deficiencies in Consultancy Services and supervision of 4-laning of Barhi-Hazaribagh section in the state of Jharkhand.A quality checking drive has been launched by NHAI and special teams of experts that also evaluates performance of the Consultants. Maintaining quality and supervision of the project are the core delivery areas of a Consultant. They are expected to perform with high standards and ethics. Such Quality control measures will not only increase the accountability of Contractors / Consultants to deliver good quality National Highway projects but will also go a long way to ensure safe, smooth, and seamless travel experience on the National Highways.
